Windows cannot access the specified device, path, or file

Problem:

Windows 2003 - Cannot Run EXE files over the network. Error received is Windows cannot access the specified device, path, or file

Solution:
In Add/Remove Programs use the Add/Remove Components to uninstall the Internet Explorer Enhanced Security.

If you receive Windows cannot access the specified device, path, or file when running EXE locally on Windows 2003 Server then right click the EXE and click the UNBLOCK button.
